Hayes Engineering, Inc. prepared a public water system master plan for Cypress Spring Special Utility District to provide an analysis of the existing system and to make recommendations for a 20-year planning period. Hayes Engineering was responsible for reviewing existing population projections, reviewing projected water demands, developing system models to analyze existing water system capacities, perform preliminary design sizing for deficient lines, and developing a capital improvements program to meet projected deficiencies. The CSSUD services 4,800 customers in 4 counties in northeast Texas and is one of the largest rural water systems in the region. The CSSUD distribution system includes 3 surface water treatment plants in 3 pressure zones.

Results of Services: The results of the Master Plan included recommendations for acquiring additional water supply from Lake Cypress Springs through the Franklin County Water District and expanding CSSUD raw water transmission and treatment facilities.

Date of Contract Award: The planning stages of this project began in 2011 with an application for federal funding assistance through the USDA Rural Development. The engineering studies were completed in 2013 and design phase services were completed in 2014.
