North East Texas Regional Water Plan

In 2001, as a Team Member for the Region D North East Texas Regional Water Plan, Hayes Engineering, Inc. was tasked with a portion of the Regional Data Collection, Population and Water Demand Projections, and Water Supply Availability analysis.
Subsequently, Hayes Engineering, Inc. assisted in the preparation of the 2006, 2011, 2016 and the 2021 Regional Water Plans.
Hayes Engineering, Inc. was responsible for reviewing existing population projections, updating projected demands, making supply/demand analyses, and developing strategies to meet projected deficiencies for one-half of the North East Region.
Region D, the North East Texas Region, consists of all or parts of 19 counties in northeast Texas with over 250 water user groups. The projects included updating the Texas Water Development Board DB12 database, working with TWDB staff to resolve all exception reports, and working with the TWDB staff to resolve all data conflicts between report text and the database. Our President, Stan Hayes, P.E., is currently a team member working on the 2026 Regional Water Plan.
Results of Services: Region D Regional Water Plan and subsequent plans through 2021 have been adopted by the Texas Water Development Board.

Date of Contract Award: The current 2021 Regional Water Plan contract began in 2021.
Date of Completion: At this time the population projections have been updated, the supply/demand analyses have been performed and we are currently developing strategies to meet projected deficiencies. The draft 2026 Regional Water Plan is scheduled to be complete in May 2025.
